José Luis Herrera Vaca
In the professional sphere, he worked in the Senate of the Republic, was a consultant to the Inter-American Development Bank in Washington, D.C. He worked at Petróleos Mexicanos between 2002 and 2014, where he was Head of the International Affairs Unit and president of the Pemex Maritime Group for 10 years. Since 2014, he has dedicated himself to private practice, in the area of energy, administrative, collective actions (and class) in Hogan Lovells; Nader Hayaux & Goebel and in 2018 he founded his own office.
His current clients include mining companies, central banks and cooperative societies, including SMEs, federal and municipal governments; and has had the opportunity to serve oil companies, construction companies, consultants, pipeline gas carriers, gas traders, traditional finance companies, and companies with blockchain technology.
In 2014 he was elected and reelected in 2017 as a member of the Audit Body of the International Funds for the Compensation of Damages Due to Oil Pollution (IOPC Funds) based in London, United Kingdom.
José Luis Herrera Vaca studied law in Mexico, a master's degree in legal sciences and a doctorate at the Universidad Panamericana. He also earned a Master of International Law from Georgetown in Washington DC, USA.
Regarding his academic activities, he has taught the Chair of Public International Law (holder) at the Universidad Anáhuac México Sur; of Private International Law (holder) at the Universidad Panamericana 5 years; in the Diploma in Energy Law at the Escuela Libre de Derecho since 2013. Since he was secretary of the Mexican Academy of Private and Comparative International Law, he has been a speaker at the Supreme Court of Justice of the Nation, as well as Tecnológico de Monterrey, de Georgetown University, and AIPN in Washington, London, and Austin.
He is the author of various publications on topics related to Energy and Maritime Law.
